Not really. What brought about this "spying on everyone" was the fact that we can. But now we have the internet.


The NSA has been wanting to do it since the 1970s. They came pretty close to being allowed to and then Watergate blew up and the idea was quietly dropped. It surfaced again when Bobby Inman was appointed to head the CIA by Reagan. Bobby squashed the idea then.
