Not really. The contractors on this job do government and enterprise work. That bit of boilerplate was probably inserted at the behest or the legal department at whatever company wrote that. One of the programmers just recycled the code and commented out what wasn't needed. Or it may even have been that the corporate best practices requires that language be inserted in everything that is done and it was nixed by the government. If the latter, then the reason it was commented out instead of deleted could be the programmer was covering his ass in case the legal department went bonkers.
