Briefly, CGI (a Canadian company) acquired AMS (an American company) in 2004 and used it as a way to get business with the U.S. government. AMS was founded in 1970 by some of Robert McNamara's DOD "Whiz Kids". One of them, Charles O. Rossotti , was later appointed IRS Commissioner by President Bill Clinton. He then went to work for the Carlyle Group. All of these top goverment types are highly inter-connected, so I'm not sure the Hillary Clinton aspect you mentioned has any particular signifigance. P.S. I have extensive personal experience working for a state government agency that hired AMS for a multi-million $ project back in the 1990s.
