But the correct time to take that bitter medicine is when the economy is booming.
See, this is the theory that will never be put into practice. It's similar to the theory that you have to jack up deficit spending in a recession, then reduce spending during boom times. When has government EVER reduced spending during an economic boom?

Basically, when times are good, who wants to take bitter medicine?
