A stateless terrorist can operate from anywhere. When you have no real intelligence on them, the best you can do is pile up the biggest haystack possible and try to extract the needed needles.

I really doubt Angela Merkel was involved in any terrorism though. That was probably just for fun, and the president and congress were out of that loop. Time for another Church committee?
