Bill, I suspect that the fact that silver is not manipulated by CB's has something to do with its ability to actually respond to market forces. Beyond that as some high cost gold mines are closed, the silver which is often a byproduct of gold mining is also disappearing. Longer term..if gold exporation is throttled back it will certainly have a major impact on future silver stocks. Just guessing.
