I don't know the details about his insurance. He lives in Tahoe and we communicate via email. He says he was never told he didn't have insurance. Said he has an appointment on Tuesday to clear up the issue about his insurance. Got an email this morning saying he has degenerative cartilage or a type of arthritis. Going to need surgery and lots of physical therapy.

The cancellation notices are for the 2014 year, they are letting you know now (or in August in your case) that you won't have your insurance plan next year. (Or at least that is the way it usually works, some individual cancellation notices might for some different reason take effect earlier.)
