Sure, but the problem is that simply enables it to be taken again. Recharge fundamentally works by shifting time. Typically overuse occurs in the summer, while there may be "excess" water available in the winter. Recharge means that the excess using in summer can no be fed by excess using of winter water as well. The game stops at some point. Its best to have some pressure now, rather than when there are no more options.

The real problem in the western USA is water law. Its about as screwed up as law can get.
