I have seen about this in filings, but do retail investors really get into this? I have never seen those being sold through E*trade ir such. Maybe full service brokers.

With IPO's, the rule for me has been - if they offer it to me, I probably don't want it! I am too far down the pecking order to get anything worthwhile in IPO's it seems. I could have gotten FB shares (didn't take it) but received zero TWTR...
