I'm not certain you can read so much into open interest. Clearly someone bought those contracts speculating that they'd make money if WFC goes above the strike price. But he had to bought those contracts from someone - who speculates that the options won't get exercised, or that the options are too expensive. So who's right? Well, we shall have to see. But if it was that easy, then everyone would win, and no one would lose, and no markets would exist.
