The more accurate and candid version would have been... "In SI, we hope to take a contracting community and kick-start it back to life somehow, even though it no longer has any kind of profile outside its long-term core user base. We have no clear idea what a new and transformed SI might be, and we certainly aren't going to waste time consulting the current users in any systematic fashion. Ick. "But if we call it new and exciting and never seen before, it will sound forward looking. Just one thing - we apparently have little to no marketing budget to carry out this task." I wish that were a nasty, totally invented accusation. But after almost 17 years here, I don't think it is far off. I would love to see the new management prove us wrong.
