So when Ted Cruz suggested this, Obama shut down the government. Remember, he said it's "NOT NEGOTIABLE!"

Now Obama sees it the way Cruz said it would happen. Except Obama shut down the government over nothing.

Why is Obama so much slower than Cruz?
