TWT. I see it as doing more damage unless it actually could correct anything. All the current proposals have the same problem, none of them can actually put the Genie back in the bottle. All they will do at best is cause the various partners (up till now) in the ACA to go at each others throats. That will not serve the ACA's interest at all, and will seriously damage the public's view of the whole mess.
