The two biggest differences between charter schools and regular public schools in New Jersey are (1) the absence of the various unions--teachers, custodians, administrators, etc.--and, (2) at least in concept, more teachers' control over the schools--curriculum and so on.

They are also funded at a slightly lower level than comparable public schools and have to pay for rental space out of operating budget.

Some "private" schools that receive some public monies, religious ones, are definitely not for profit and won't become such. But my impression is those are small amounts.
