Two separate issues, Ken. The ACA is causing an average of a 41% increase in Ins cost. Health care prices are not a smooth curve. And after the lying we are seeing, I don't believe any Gov Stats right now.

It doesn't start until January but insurers have already set the rates for 2014.
They have set them, but they were not in effect during the period of the claimed slow cost rise.
