"Let's all sit down and have a nice cup of tea and talk about it." Unfortunately, that's not always an option. The police do not shoot at women fleeing in cars, even if the women don't have children. They do chase after them [and other fleeing motorists], which results in many deaths as the desperate escapee makes a mistake and crashes in to a tree or something. The police love a good chase as it's lots of fun and much less boring and annoying than the regular work. The chases are normally over trivial matters which should not be dealt with by a mad pursuit.
