No. The Treasury sells bonds. The Fed prints money by crediting the accounts of the Fed Reserve banks, who then use it to buy up 80% of all Treasury bond issuance. The Fed Reserve Banks borrow at ZIRP and collect interest on the Treasuries they buy with that free money. In this way, they are recapitalized. Then with those "profits", they pay themselves big bonuses, because they deserve it, right? Meanwhile, the 99%, which isn't earning any interest on its savings deposits. So the 99% gets to subsidize the Big Banks, who get ZIRP. It's really just theft. Taking money out of the hands of Americans to give it to banksters.
