Paul, this is a very small step in the right direction. The US Senate remains a very undemocratic branch of government. The vote of a person in Wyoming is many times more powerful than a person in California. The new rule only applies to executive and judicial nominees and not to legislation or the Supreme Court. At last, the Republicans can no longer decapitate an agency like the NLRB by refusing to confirm any appointment.
