No the insurance companies were conned. It's the classic bait and switch. The insurance companies were promised people would be fined for not signing up for insurance increasing the numbers on their roles and increasing their revenues and profits. That was the bait. The switch is the death spiral where only those who are really sick spend the time to sign up and everybody else looked at the super high unaffordable prices and said, no thank you or are just completely oblivious to it all. Now insurance companies are going to have raising rates again and again and again, which will cause more people to drop out, raising rates further.
