What do you think the two wars were AND the creation of a huge government that became know as Homeland Security AND the creation of the laws surrounding drug policy for Medicare AND the involvement of the fed in creating a huge housing bubble AND the rounding up of illegals and sending them home? .......You can't say that the only thing that is governing is pushing for the programs you want - and other parts don't count. Before Franklin Roosevelt all those program you think of as governing didn't even exist. That didn't mean we were a country of the ungoverned.
