They buy the extra power. They read the meter monthly, but only bill the fees. At the end of the billing year, they either credit or bill you, depending on the readings. I think they pay 4.5 cents/KWH, and sell it for 13-35, since charges go up as consumption does.

They credit the balance against the line charges. My best year I went 4 months without having to pay. They don't send us checks.
