Ellen,

Tom's explanation is a bit simple. I would think that whoever is calling for the shares must know where the shares originated from.

There must be some way to track who naked shorted the shares so that
the TA or broker or whoever bought the Naked share in the first place
can collected from the person who originally shorted the shares.
