You don't have to exclude the whole first term, you just have to look at the context in which the numbers occurred and the reasons why they occurred. People love to just quote numbers, but numbers alone simply aren't enough.

The problem, of course, is that people are excellent at rationalizations. Ideological economists are especially good at it, and unhappily coming up with "proof" that their rationalizations are wrong isn't always possible. Or if it is possible, the proof can be esoteric. People who love raw numbers tend not to love esoteric proofs.
