I think what you are missing is that all democracies will converge towards mild socialism. The masses will naturally vote towards giving themselves the highest life style living possible. Where great inequality exists, there is no democracy regardless of the kangaroo elections. So for the compassionate society that you want, it is sufficient to ensure a strong democracy. Everything else will fall into place.
