Art. Your experience illustrates another reason why the RBOC's are in no hurry to utilize xDSL. Not only are they charging outrageous rates for a slightly better throughput, which as you point out has significant reliability problems, but they overcharge as well (they claim billing errors). I can verify your experience when many years ago I was the Director of Management and Business Affairs in a NYC school district. The monthly telephone bills were in excess of $50,000/m (local calls). I demanded an audit and found that not only did they not know where the telephones were physically placed, but after a several month effort, found that I was being charged for phones that were disconnected for years, or were never part of our system. To make a long story short, I received a refund in the tens of thousands of dollars. In your case, I would not only demand an audit, but I would refer this problem to the appropiate regulatory and consumer agencies in New York. Good luck.
