That guy is a fossil and his ideas have been outdated for decades.

What city, borough, state or country operates without a plan?

Do you build a house without a plan, a neighborhood, a city, a country an emergency medical services system, a hospital, getting through daily life, raising a child?

Fail to plan, plan to fail.

We never had freedom for the masses until we had democracy. That was a plan.
