Having a bunch of new millionaires, doesn't mean that millionaires are not leaving.

I'm not sure what the millionaires in CA are doing but a lot of people have been leaving CA.

It would be reasonable to expect a net out-migration with the high taxes, not for everyone to leave or even most of them. People making over a million are doing pretty well, some of the businesses (or very high paying jobs) won't migrate very well (or the employee doesn't have the choice to leave if they want to keep the job). Also many people who make over a million are doing so as a one time thing, or something they will do only a few times. They probably recognize that they won't be paying the millionaire tax in future years.
