Conservatives and liberals both have different groups they want to protect. Conservatives want to protect the powerful and conserve power in their hands (hence the name "conservative"), and liberals want to protect the people without power from those who do have it and would abuse it, and also make it possible for people without it to have some hope of getting it (or at least to get to a place where they can't be abused).

Conservatives just play this game of pretending that those in power are actually the ones under attack, and that whatever constituency they have of people who have little power are actually under attack from the people who have less (really, the roots of racism in this country -- the slaveholders didn't really care that slaves were black; they needed to tell poorer whites that the slaves were slaves because they were black, and that blacks deserved their lot in life and that they'd try to take from poorer whites if given half a chance. Now that's not slavery, that's "welfare queens." But we know all this. And so do they.).
