Define "compete".

Do they have some products that could be used in that segment?

Yes. By all accounts Baytrail is a nice processor. But, Intel has several problems. One, that ecosystem is pretty much ARM based. And there is not a lot of need for desktop applications. Which poses a problem for both Intel and Microsoft. Because without desktop apps, they have an uphill slog for their solutions. And both want a premium for their products. So unless they can offer significant advantages, well...

Now Intel can likely offer better performance. That is a little fuzzy at the moment because it looks as if there is a certain amount of stupid benchmark tricks going on. Even if there isn't, the fact of the matter is that you can get a decent ARM system on a chip(SOC) for under $10 and even under $5. Intel wants north of $15. If performance was the limiting factor, maybe a no brainer. But it isn't for most. In addition, OEMs aren't completely stupid. Everyone has noticed how Intel managed to suck all of the profits out of desktops and laptops into their pockets. Given that there isn't the equivalent of social issues to make the mobile OEMs go against their own interests, no one is racing into Intel's arms because they know there will be hands snaking into their pockets.
