It's called "open enrollment". All gvt health care exchanges have one in Nov; Medicare B, C, & D, and federal employees. Newly eligible people have about 3 months, and then have to wait until Nov. You don't have to restrict yourself to exchanges to get coverage; look in the yellow pages under "insurance agents".

Why do employers have "enrollment periods"? Some people can, depending on "life events", like losing a job that was providing insurance, moving, etc.

Steve, I don't really know WHERE you get your info about Obamacare, but why don't you try the actual source and get the REAL information? It's all right there:
