I've been told they are, and it's required to be a listed company on the exchange. I'm happy to hear the site worked for you - was it the Federal site, or does your state have it's own site? I know the Federal site has worked for many people, but I feel it has probably failed many more - the Feds aren't releasing the numbers for attempted and failed sign ups. It at least gave me an error number I can quote next time I talk to a navigator.
