If I was going to do that, I would apply for a job that I thought was a bit better then what I could get with my experience and demonstrated skills. Then if they hire me I actually have a good job.

If you apply for a lower level job, get offered the job, and then don't take it, that could be a problem for unemployment insurance. If you turn down the job and report it they may not pay you. If you don't report it (and depending on the state directly affirm you didn't turn down a job), its fraud. Of course the odds are you get away with it, but if they do check you lose your future money and they can come after you for past money.

Of course if it gets to an interview, its easy to sabotage an interview if that's what you really want to do.
