Yes you can have either war or peace.

And when you sign up to join the military you are signing up for whichever comes. A draft is a massive intrusion, even to the point of being involuntary servitude. In a sense being a slave except that its temporary and has a higher status (in most cases). But the US hasn't had a draft since the Vietnam era.
