As with taxes, Christmas shopping and most things, most people will wait until the last minute. Look for 10's of millions to sign up.
Why should they? What's stopping them from just staying uninsured (and paying the penalty) until they need insurance?

After all, no one can be denied for "pre-existing conditions." You should know.
