Since these guys were just making it up as they went in the sense there was no actual data on which to project the savings . . . . Not exactly right. The folk in the room when they are putting this portion of the legislation together were long time policy makers on this issue. They knew where the problems lay, had treasure troves of data to back it up, knew where the places were to leverage lower costs, and so on. The very best in the business. I would trust their projections. What I don't know is what the legislative process did to that work.
