Correction: Not the American Enterprise Institute, it was the Heritage foundation. Who can keep those folks straight.

What do you mean? It was the American enterprise system that came up with it and Romney who put ir forth first. 90% of the ACA is a Republican idea.
I didn't say it wasn't--just that the congressional pubs didn't vote for it.
