Many of them don't have to relocate. If they aren't in a particularly bad area (either economically depressed, more than normally violent, or out in the middle of nowhere), minimum wage jobs are often available, esp. to someone with a HS diploma, no criminal record, and a good attitude. And low wage people, including people making wages much lower then the current American minimum wage in real terms, have often pulled up stakes and moved, even when moving was far more difficult, and more expensive compared to either the typical level of pay overall, or the typical level for those at the bottom.
