Only to those who choose to communicate via trackable means. Anyone who avoids phones and computers and who has no email address can avoid that kind of tracking. Of course that would mean no posting on line or web browsing on private computers or other electronic devices.

Does blocking communications with known tracking sites and advertisers reduce their ability to track? People can use DNS to keep one's computer from communicating with sites such as doubleclick.
