No you don't, on this, and on many other issues, you want to control the actions of others rather than having them make up their own mind. Compulsion is not cooperation.

Incentives affect the actions of everyone including liberals, and including you. More importantly even if you might ignore certain types of incentives, that doesn't mean people in general will. People respond to the incentives you create even if you think yourself to be above the consideration of these incentives. Reward X and punish Y, and you shouldn't be surprised to see more X and less Y (or alternatively actions to fake or resemble X, and hide Y, or do something similar or even worse that bring the same benefits to the actor as Y).
