You are confusing dynamic vs static.

No I'm not. Response to incentives is a dynamic effect.

Dynamic effects are those that occur AS the change takes place

Or after it. Static effects are final steady state conditions, but dynamic effects can keep happening, they aren't just at the beginning. I am in fact not saying anything about static effects I expect change to continue, I don't expect some steady state in terms of final results, or even in terms of the specific effects different changes or pressure to change that things like minimum wage laws will create.
