Its much more likely to happen if a company is outpaying its competition (which both shows that it values the employees, and gives the employee something to lose even if he knows he can get a job at the competition).

If its a legal requirement but the pay is still fairly low, then the employee isn't particularly likely to feel valued by the company because of a mandated increase. If its a legal requirement and its rather high (which usually is only for specified types of employment, or over a narrow relatively wealthy area, otherwise its untenable), then a sense of entitlement is at least as likely as a sense of being valued by the company.
