Small government doesn't mean weak government.

A proper setup for a government is one that does rather little but has enough resources and focus on those things to do them rather well. A key, actually the most key, thing for it to do is to maintain order. If it doesn't do that at all you pretty much don't have a government. If it does it poorly then no matter what else it might do, or how well it might do it, the situation won't be very good.
