No it isn't. Somalia might not have large regulatory bureaucracies, or for the most part even functional regulatory bureaucracies, but there is nothing free about being subject to the arbitrary rule of the local tribal warlord, or various Islamicist organizations, or whatever group happens to be in charge of your part of Somalia at the moment.
