Not so much. Those cuts where supposed to occur when Reagan was still president.

How many times in his 8 years did Reagan Demand or even ASK for a balanced budget?

What gets asked for has some connection with what is possible to get. The budgets he did ask for where often called "dead on arrival". Budgets with enough spending cuts to balance the budget would have been totally ignored. Also you've changed the debate. The point was about spending cuts and controlling the deficits, not a balanced budget which would have been a bigger stretch and had not happened since 1969 and not for two years in a row since 56/57.
