I don't think it kills it at all…. you're right "insurance"…. so when does insurance pay off?? When you NEED it. Means test just measures need. I don't know what you mean by "expect nothing and give nothing"… seems OT… no one is talking about differing expectations except when the change is made… then going forward everyone understands it's for "incase I need it"… I see no problem there, people essentially GIVE Insurance companies billions of dollars every year! I'm also not against make the "means test" VERY HIGH… it would still create substantially better system for those that DO need it.

Of course I'm not against a program where you simply easily sign up and voluntarily give up your SS either… I think millions of Americans would do it.
