"Scoots and Cheney committed treason. Blatant treason." Republican presidents have used the device of having underlings commit criminal acts, and if caught, later pardoning them several times now. It's like a "get out of jail free card" for their henchmen. Cheney was very upset that W just set aside Scooter's conviction and didn't completely pardon him. We should limit the pardon power to prevent it. Make presidents unable to pardon or set aside any conviction of a member of their administration.
