The point of the article was that college administrators at Public State Universities made the decision to raise the the tuition for middle class students in order to subsidize poorer students without debate/transparency.

If the we are going to do this(subsidize) it should be in the light of day after debate among the Reagents as to what the policy should be in this regard (all taxpayers help support the university). Is it fair that the children of the guy making 90k a year have to take out bigger student loans because their tuition went up in order to give aid to poorer students?

That is the question. And it's not one that should be made by the college administration at a public university.
