I did state budgets for 20 years. Departments (AKa gov/pres) can make line item changes all through the budget. The executive has tremendous authority to move money from one program to another.

The congress/legislature does not involve itself in the budget much after it goes to the different Departments. So he just has to tell his Secretaries that this is a priority and for them to bring him ideas.

I was always moving money around from one program to another.

For another, as I understand it, he can raise the pay of federal contractors without congress. This puts more money in the pockets of the workers. I don't know all the things an executive can do but there are a lot.

Right after I posted that I saw Obama say he had a pen and executive power to help the poor.
