You could also see it as a response to the signal weakness of American higher education. In most developed countries these days, if you pass an exam, you get to go to university for small amounts of money. Completely agree. But that's so far out of the politically possible at the moment that I left it off the table. Higher education is increasingly and unfortunately a means to block equality of opportunity rather than enable it. And the level of debt students carry away is simply one more indication of that.
