To my knowledge it's tuition has always been uniform on the charges. The aid packages would change according to need--from the various sources.

It's my understanding that the poorer kids have the same access to loans as the the higher income brackets. So I don't see how they would be precluded from attending if they want to go. Just borrow what you need.

But the main point is if we are going to "shift" the cost to the higher income brackets at tax supported universities let's do it publically.
